Overall Purpose of the Job

To supervise & coordinate all activities pertaining to Health, Safety & Environment, at Kadanwari Gas Field, thereby contributing to eliminate/reduce the risk & loss exposure through promoting HSE awareness among field employees & advising the Resident Manager on all field HSE matters.

To drive compliance with the requirements of the Company’s HSE Integrated Management System and Process Safety Management Procedure on gas processing plant operations, wellheads, and oil & gas drilling rigs.

To facilitate compliance with the applicable HSE regulatory requirements.

Principal Accountabilities

•  To facilitate the implementation of Prime Global Energies HSE Integrated Management System and Process Safety Management Procedure.

•  The job holder shall possess thorough knowledge and experience of developing, reporting, and analyzing Process Safety KPIs in alignment with IOGP Report 456 and API RP 754.

• Ensure implementation of HSE plan as per the defined matrices.

• Provide full support and supervise external audits which include ISO-140018 & ISO-45001 etc.

• Acquisition & Maintenance of Process Safety Dashboard and ensure implementation of PSM at Sites.

• Development and maintenance of a Process Safety Dashboard to track and analyze key process safety performance indicators, Tier 1–4 events, and weak signals.

• Analyze trends and data from incidents, near-misses, and audit findings to identify systemic gaps, initiate proactive interventions, and improve process safety outcomes.

• Coordinate with site teams to ensure accurate reporting and timely data input into the dashboard.

• Present monthly/quarterly analysis to senior management highlighting risk trends, repeat events, and performance against process safety KPIs.

• Integrate data from different functions (operations, maintenance, inspection) for holistic process safety monitoring and decision-making.

• Promote company-wide awareness and implementation of Process Safety Fundamentals (PSFs).

• Conduct HSE Committee meetings on a routine monthly basis as per HSE Committee Meeting Procedure. Keep tracking of the meeting points to ensure mentioned points have been closed.

• The CARS raised after different audits carried out by different level of management or as identified as a result of accidents1 incidents investigation are logged and their closure activity is administered & verified.

• Help the concerned supervisor in filling, accident/incident form & keep updated statistics of all accidents and incidents. Ensure timely completion of investigation reports & keep track of outstanding recommendations generated from the investigations.

• Maintain all the HSE related statistics so as to have trend at the end of day and to ensure that field staff is being informed of the HSE statistics status on regular basis.

• Prepare Emergency Drills Matrix & conduct regular emergency exercises, so as to prepare the team in achieving better results in case of any emergency as per defined matrix. Plan and resource trainings of emergency response teams in support with HSE Karachi

• Conduct Vehicle Inspection of both Company and Contractor Vehicles as per defined frequency

• Hazard identification unsafe acts and unsafe condition through employee training, labelling and warning signs, collection and maintaining SDS data of all Chemicals in accordance with the relative procedures and Guidelines.

• Monitor the entire contractor working activities to keep them within the frame of HSE.

• Ensure HSE induction is conducted for all new arrival at the field.

• Ensure that all FFE is in worthy condition by regular inspection at Kadanwari Gas Field

• Ensure PPE compliance at all working sites and that all PPEs are in working conditions.

• Play a vital role in implementation of Permit to Work system by ensuring that all applicable controls are in practice while any critical job is performed.

• Ensure that all the waste generated during operation/ project is being disposed as per EPA rules and regulations & Prime Pakistan HSE Guidelines.

• Ensure that all operations are being carried out as in compliance with the Prime Pakistan HSE policy, procedures, EIA and EMP. Monitor and report environmental data to Sr. Environmental Advisor as per required frequency.

• Development of Risk Register, HSE Plan, Environmental Aspect Register.

• Ensure data management for CIM reporting and provide support to HSE Karachi.

Candidate Profile

• University degree in engineering with at least seven years’ experience, specifically of health, safety & environment in Oil and Gas business.

• Incumbent must be familiar with the regulations of Govt. of Pakistan on HSE

• Good communication, interpersonal, supervisory and report writing skills.
