Overall Purpose of the Job

The HSE Specialist shall be deputed at project sites and will be responsible to provide HSE assistance & monitor the Company’s contractors/ sub-contractors for implementation of Company’s HSE requirements as per HSE Guidelines, Policy & Procedures. To promote HSE Awareness among Field employees & advising on all Field HSE matters ensuring compliance to current regulatory legislation & Company standards.

Job Responsibilities

Working with different Contractors/subcontractors and targeting to achieve the ZERO Accident throughout the period by close monitoring, trainings, inspections and awareness sessions, meetings, toolbox talks.

Establishing good coordination between E&C and its contractors on HSE matters.

Ensure that proper and specific consideration is given to the risks and particular work activity and controlled before work starts as per the Permit to Work. Addition to all make sure that the permit to work system does not replace the need for suitable and sufficient risk assessments or for Job Safety Analysis from contractors but is intended to work in conjunction with these documents.

Provides safety, health and risk management consult services and monitor safety standards and working practices throughout the project activities.

Ensuring that the contractors’ HSE staffs carries out the routine tasks as mentioned in the relevant contract HSE requirements document.

Perform regular audits and monitor HSE performance to identify areas for improvement and ensure that appropriate corrective or preventative actions are taken, including follow-up reviews.

Lead role and active participation in the ongoing development and Companywide participation and engagement of the HSE system including Meetings, use of STOP Card system and site-specific emergency response exercise scenarios.

To conduct daily HSE site inspections. Preparing HSE reports on the recommended frequency i.e. daily, weekly, monthly, and project HSE Close-out Reports etc.

Maintain all the HSE related statistics so as to have trend at the end of day and to ensure that field staff is being informed of the HSE statistics status on regular basis.

Ensure that the environmental monitoring encompasses all process emissions and effluents to ensure that these are within the limit of SEQS.

Candidate Profile

University degree in engineering with at least five years’ experience specifically of health, safety & environmental in Oil and Gas business or Associate engineering Diploma with at least eight years’ experience in the field of HSE in Oil and Gas business with special courses in occupational Health, Safety & Environment.

Jobholder must be familiar with the regulation of Govt. of Pakistan pertaining to HSE

Good English/National language communication, interpersonal, supervisory and report writing skills as a must.
